Keep the four main places in view on phones.
Good for: Sites used like apps, again and again: banking, accounts, timetables.
Weak for: Sites people visit once; it takes room from the content and repeats the header.
Phones only, stuck to the bottom above the home bar; on wider screens the same places sit in the header.
